In terms of a notification dated 8.9.2011 issued by the Govt. of West Bengal in the Department of Home, the Rules of Business of the Government has been amended and HIDCO is now within the Urban Development Department. 
Development of Township :- New Town

Background: Rules of business was changed in 1997, entrusting Housing Department for development of Rajarhat township comprising Rajarhat Police Station of North 24-Pgs and erstwhile Bhangar Police Station of South 24-Parganas) Series of studies were made and reports from experts including environment clearance on the Environment Impact Assessment were obtained.

With the objective of developing an eco-friendly green dotted New Town, it was designed to develop the area in different phases. The area was initially divided into three Action Areas. At present Action Areas have been re-aligned as follows.

Besides an area of around 135 hectares is earmarked for setting up Water Treatment Plant and Garbage Disposal Centre.

New Town Project is designed as a self sustained project with cross subsidy from HIG to LIG. Plot price for MIG is the break even price of land including infrastructure, that for LIG is subsidized and HIG is at higher price.

A. Self sustained project

This is the most striking approach of this project. West Bengal Government is implementing this project with direct control of all the activities through the fully owned Government Company (Hidco) without any budgetary support/allocation from the State Government. The Project is designed as a self sustained one with cross subsidy from Higher Income Group to Lower Income Group / Economically weaker Section. The process of incremental development is adopted in phases. Initial investment for Land procurement and development of basic infrastructure like land filling etc were started by obtaining advances from financial institutions. During the process of land procurement earmarking of the saleable plots are made. Advance is received in the name of application money from the prospective allottees. Payment schedule of the plot price is so made that land will be developed with all infrastructures and repayment of advances obtained from the financial institution will be completed. The approach is synchronization of all the activities like advances taken, time bound project work of land procurement, development of infrastructure, receiving of price of plot as per payment schedule, repayment of loans and delivery of developed plots to the end users.

B. Land Mobilization

This is also one of the most unique features. To streamline procurement of land West Bengal Government has constituted a land procurement committee comprising the local representatives of existing recognized political parties and concerned Government officials. At the initial stage, to expedite procurement and to involve the local people we have started procurement of land through negotiation directly from the local people. To ensure proper compensation, Land Procurement Committee, taking into consideration of sale price, farmers’ demand and ground reality, fixed up prices according to the market rates. As a result formal acquisition proposal by the Land Acquisition Collectors were expeditiously processed without any impediment. To mention at this stage about 80% lands have been procured in the project area of Action Area I, II & III (3087 hectares).

C. Development of Infrastructure

1) Land Development: Land filling & development of fishery

Earth required for filling up land is being obtained from nearby Bheries. The vast area under fisheries in the southern part of our proposed township have been silted over time and as a result fish cultivation/productivity in the area was reduced to a great extent. It was not possible for the Govt. to support excavation of such huge programme of de-silting. This approach yields two way benefit: (i) filling up land by earth at a reduced cost vis-à-vis filling say by dredged materials (silt) from river bed, and (ii) development of fisheries by excavation of silted earth from the fisheries. Around 2 crores 70 lakhs cubic metres have so far been excavated (out of 2.95 crores Cu.m required filling volume) leading to improvement of pisiculture and generation of employment involved in fishery activities.

2) Water supply, sewerage & drainage

Water supply, sewerage & drainage works havae been entrusted to PHE Department of Govt. of West Bengal in order to minimize administrative expenses of manpower. Existing manpower of PHE Department has been utilized. In Action Area (AA) –I is almost complete In AA-II works are in advance stages of construction. Works in Action Area-III for storm drain and sewerage and pipe water line started only recently.

2a) Surface Water Scheme in New Town:

Though initially, it is proposed to tap ground water source but as per medium & long term solution it is proposed to draw water of River Hooghly at Chitpur Lock gate through Kestopur New Cut Canal to WTP in New Town for total ultimate supply of 100 MGD. Development will be taken up in phases. Initially arrangement for supply of 20 MGD is taken up keeping in view the rate of population inflow into New Town. Works of Water Treatment Plant with ancillary items is in an advance of completion.

3) Roads and bridges:

Infrastructure already developed.
1) 6-lane Bridge over Krisnpapur Canal 2) Major Arterial Road of 59 metre width and 10.75 Km long, 3) Bridge over Bagjola Canal on existing MAR alignment 4) 2nd bridge over bagjola canal on North – South Corridor 5) Fly over on the MAR and VIP Road junction, 6) Bailey bridge over bagjola canal 7) Three small bridges over link canal. 8) Bridge over pass khal at Mission Bazar. 8) Fly over on MAR in Action Area –I

Work in progress: One Fly over on Bagjola Canal, one fly over at 6th rotary and one fly over at Rajarhat Road crossing will be started very soon. One Arterial road in AA-II (north – south corridor) and one (east west Corridor) are under construction Internal roads in AA-I is almost. In AA-II 60 % work has been completed. In AA-III and CBD work has just started. Total lengh of road is 210.6 km AA-I - 65.04, AA-II - 79.08, AA-III- 56.99

4)Power Supply:

A joint venture company NEW TOWN ELECTRIC SUPPLY COMPANY, (NTESC) of WBSEB & WBHIDCO is entrusted with the arrangement of power supply and distribution of the same in the New Township. The work for supply of power by NTESC has already been taken up. 33kv/11kv Sub Station has already been constructed in AA-IA. It is proposed to construct 23 nos of 33/11 KVA Sub-Station in New Town area. Two No. of sub station have already been commissioned in AA-I. Construction of other two 33/11KV Sub Stations in AA-IB/IC & ID is in progress. In AA-II, 4 substations are to be constructed. Construction of two substations is in progress Work for 132 KV Sub Station in AA-I and for 220 KV Sub station in AA-III have been completed, WBSEB has taken up the construction work for overhead tower.

5) Street Lighting:

Street lighting on internal roads has been taken up by HIDCO directly. Energy management system has been adopted to minimize energy consumption resulting thereby directly saving electric poles as well as earn carbon credit of KYOTO PROTOCOL as in direct savings.
Present street lighting in 27 streets in AA-I have been energized. It is proposed to take up lighting of 80 no of streets further.

6) Prevention of Pollution of Beliaghata Circular Canal Work from Gaznabi Bridge to crossing point of EM by pass:

This work has been taken up by KMC with fund provided by KMDA and HIDCO on 50:50 basis. The present cost is Rs. 6.38 Crores. This work is necessary to keep the Kestopur Canal System free of Pollution as this is going to be channel for flow of raw water upto the WTP in New Town.

 

7) Transport

To supplement and expedite public transport system 20 buses have been procured by HIDCO and started plying from New Town to other parts of Kolkata. In addition WBSTC is also running a number of routes connecting New Town with the Metropolis. Another 10 AC buses have been procured to connect New Town with CBD of Kolkata and Bidhannagar. Besides a bus terminus have been constructed where nearly 80 no of buses of Surface Transport are plying from New Town to different parts of Kolkata.

 


 

D. Allotment

Allotment of land taking into account bulk residential, commercial, IT and other non residential activities is 1516.862 acres

In New Town, LIG & MIG plots /flats comprise more than 60 % of the said allotment

Housing for Economically Weaker Section :( EWS): WBHIDCO has taken a policy for developing housing for the economically weaker section of the society at a subsidized rate. In the first phase (EWS-I scheme) 928 flats has been completed. Almost all flats have been distributed. In the second phase (EWS-II scheme), construction of 736 dwelling units for Economical Weaker Section has been completed and allotment made through lottery.
At present construction of 2000 dwelling units have been taken up in AA-I. Tender is in the process of finalization.

E. Environment friendly township:

Large Open Space, greeneries and water bodies: 50 % of the project area is left open for roads, drains, greeneries, water bodies etc. Total recorded water bodies in New Town project area was around 109 hectares. We have already
created 113 hectares of water bodies. Around 251 hectares of water bodies are planned to be created in New town.

F. Major Activities: (highlights)

a). One Solar Housing Complex by WEBREDA has been completed and inaugurated.
Project on 1.76 acres land. Project cost Rs.12 Crores. 25 Individual dwelling units on 2.5 Kattah of land each. Cost of Each Dwelling unit is around Rs.45 lacs. One Community Hall with solar device. Uniqueness: Entire project will be run by solar energy but synchronization with conventional energy so that excess power may be transferred to conventional grid and shortfall if any may be obtained from convention system.
b) Vocational Training Centre to be run by Technical Education Department on 2.5 Acres of land imparting training to facilitate self /wage employment on a large scale. HIDCO will supplement to the tune of Rupees twenty five cores in the form of land and construction of building upto 1st floor.
c) Mass Housing Scheme: 20000 dwelling units for LIG (12000) and MIG (8000) Cost of each DU LIG around Rs.3 laks and MIG around 6 lakhs comprising covered area of 400 square ft for LIG and 600 sq ft for MIG.
In the first phase 5000 flats are taken up (3000 LIG and 2000 MIG) Work is going on. 1500 LIG flats are ready for possession.
d) Tata Cancer Research Institute: Work is going on. It was reported by the organization that the Hospital is expected to be open soon
e) Internatioal Convention Centre

G. Welfare activities in New Town:

Unlike other township, WBHHIDCO Ltd entrusted with the development of New town has taken a series of welfare activities and neighbourhood development to keep parity with the infrastructure being developed in the adjacent areas

(a). Rehabilitation and Resettlement program:
(i) Resettlement package for those who owned land and got compensation for acquisition of land including structure. Beneficiaries identified 682
A committee led by Mr. D. Bandyopadhyay, IAS (Retd.) was set by the State Govt. to fix up modalities for resettlement and rehabilitation of beneficiaries whose dwelling units were taken in New Town Project. Keeping in view the recommendation dwelling units are provided at a highly subsidized rate. Besides, the land losers who intend to take land in place of dwelling unit are being provided with land at a highly subsidized rate ( on cost of land). Resettled 220.
The rest will be resettled when infrastrucrture work on their land will start

(ii) Resettlement of refugees occupied land in the project area: Beneficiaries indentified so far: 683
A good number of refugees had sporadically occupied different places on the bank of Bagjola Khal. They were removed to Nandannager under IYSH program in the interest
of renovation of Bagjola Khal. Some other squatters were also settled on near Bagjola Canal and in other Mouzas. Subsequently, the areas have fallen under the project.
This is the first time those refugees/squatters are permanently settled at Jatragachhi with documents of land and basic civic amenities like roads, drains, toilets, drinking water facilities, provision for primary school, ICDS Centers and other infrastructure facilities by West Bengal Housing Infrastructure Development Corporation Ltd. free of cost

With the development of New Town, it is felt necessary to develop the neighbourhood areas to minimize the gap between the Newtown and neighborhood villages. To supervise & monitor the schemes to be implement in the neighborhood areas and to coordinate with other development departments for implement of schemes in those areas a Neighbourhood Development Committee has been constituted by the State Govt. A good number of schemes have been executed in the neighbourhood area. It covers the areas of Rajarhat-Gopalpur Municipality, Rajarhat Panchayat Samiti, parts of South Dum Dum and Bidhannagar Municipalities of North 24-Parganas District and Bhangar-II Panchayat Samiti of South 24-Parganas District.

The schemes, among others comprise improvement of roads, drains, culverts, excavation of canals, Sinking of Tube wells, etc. Financial involvement of the project cost will be around Rs.82.0963 Crores .Fund amounting Rs.65.4557 Crores has so far been released.

H. Remarks:
Total investment: for development of infrastructure, investment will be around 7400 croers which is without budgetary allotment of the State Govt. If all activities like hosing, business, commerce, IT industries, trades, Institution activist in New Town are considered total investment will be around one lac crores
Employment generation: For development of huge IT set up and other activities will be around 2.5 lacs
International Financial Hub is going to be set up in New town
