Sealed tenders are invited from reputed manufacturers and / or their authorized business partners and dealers for supply, installation and commissioning of the Computer-hardware, accessories and net-working of branded name at the site office of West Bengal Housing Infrastructure Development Corporation Ltd (HIDCO)

Tender documents are available in this office on payment of Rs.500/- per document, upto 12.02.2008 by A/C payee bank draft /pay order payable at Kolkata in favour of WBHIDCO Ltd. Intending tenderer should apply to Managing Director, HIDCO in the office letter head. The last date of submission of the tender is 15.02.2008 upto 2.00 pm, with refundable Earnest Money of Rs.20,000/-(Rupees Twenty thousand) only , in the form of Demand Draft/Pay Order, payable at Kolkata in favour of “WBHIDCO Ltd”, which will be opened at 3.00 PM on the same day in presence of the tenderers  or their authorized representatives.

Sub: Supply, installation and commissioning of the Computer-hardware, accessories, UPS and networking 

Place of installation: Site Office of HIDCO at 03-MAR, New Town, Kolkata-156

Tenders are invited from bona-fide, reliable and resourceful manufactures and /or their authorized dealers, business partners for supply, installation and commissioning of Computer hardware, accessories, UPS and networking (branded products as mentioned in the abstract of the annexure for technical details of hardware, accessories, UPS and software) at the Site Office of West Bengal Housing Infrastructure Development Corporation Ltd. (HIDCO), 03-MAR, New Town, Kolkata-156. 

1.         TERMS AND CONDITIONS AND GENERAL ELIGIBILITY CRITERIA:

    1.1             Proposal for supply installation and commissioning including the tender/rate of each item of equipments /accessories as mentioned in the abstract of annexures of technical details of computer hardware, accessories and software appended herewith should be submitted along with other documents and certificates in support of the proposal

    1.2             No offer /delivery other than the approved branded product as mentioned in the Abstract of Annexure of tender document will be accepted. 

    1.3             A sum of Rs.20,000/- (Rupees twenty thousand) only towards refundable earnest money is to be deposited along with the proposal of tender

    1.4             Tenderers are to abide by Notice Inviting Tender (NIT) conditions, and any deviation from NIT conditions may not be permissible.

    1.5             All documentations submitted are required to be in English. Tenderers should quote their rates both in figures and in words. Tender papers must be signed on all the pages by the Tenderer. Overwriting and erasing of rates or any other statement will invalidate the tender. 

    1.6             Tenderer should enclose copies of valid ISO & other Certificates from the respective competent authorities and authorization letters from the manufacturers. 

    1.7             Unsuccessful Tenderers will be refunded earnest money without interest, on application to HIDCO.

    1.8             If any document, is submitted which is false are at variance with the declaration or statement made anywhere in the proposal, earnest money will be forfeited even if the tenderer becomes unsuccessful or otherwise ineligible. 

    1.9             Tenderer must have the credential and experience of having executed orders for supply, installation and commissioning of similar hardware installations, to be supported with a completion report from the customer.

    1.10         Tenderer must have been in IT hardware business for at least the last 5 years and must have experience in system integration (Hardware, UPS, Networking, Software, etc.) and must submit their credentials to that effect; to be supported by Certificate of incorporation/ Registration of business/P Tax Regn. / Copies of completion certificates only. 

    1.11         Tenderers must have minimum turnover of Rs.20, 000, 00/-(Rupees twenty lacs) per year for the last two years for the business and works in the field as mentioned at para 1.10 above. 

    1.12         Make and model/part number to be specified for all items.

    1.13         Conditional and incomplete tenders are liable to be rejected.  

    1.14         West Bengal Housing Infrastructure Development Corporation Ltd (HIDCO) reserves the right to reject any or all the tenders, wholly or partly, without assigning any reason thereof and shall not be bound to accept the lowest tender. HIDCO also reserves the right for distributing the work among several tenderers /vendors

    1.15         Any clarifications required by any tenderer/vendor must be obtained in writing.

    1.16         Rates must be submitted for the total item of works..

    1.17         HIDCO reserves the right to revise or alter the requirements and /or specifications of the materials before acceptance of any tender and call for revised tenders, only while examining the technical bid before the opening the price bid. 

    1.18         Tenderer will be responsible for installation and configuration of all software items as per requirement of HIDCO. No additional cost shall be provided to tenderer for such service. Networking will be done by the Hardware Vendor. 

    1.19         Extendibility of the systems mentioning requirements of additional card /port/cabinet etc. is to be stated clearly. 

    1.20         All software packages being procured through this tender along with free software being provided by the tenderer must be supplied in soft copy as well as hard copy

    1.21         HIDCO will conduct acceptance test on the systems ordered. If the system(s) supplied /installed /commissioned fail in the test(s) the same may be rejected. Replacement of cards or devices may not be allowed. The acceptance system will consist of running the systems for twelve hours daily for full seven days in a week.

    1.22         HIDCO reserves the right to reject all or any item, if supplied materials are found defective within thirty days after successful installation. 

    1.23         Any deviation from this specification /configuration will not be allowed during the actual supply, installation and commissioning and the order will be cancelled or the Bank Guarantee will be forfeited if it is done by Tenderer without prior written sanction of the Managing Director, HIDCO. Latest version of the software is to be supplied. 

    1.24         Tenderer will be responsible for comprehensive maintenance of Computer hardware systems UPS, and peripherals for three years, without any additional charge during three years’ warranty period after supply, installation and commissioning of the system. In case of default the HIDCO shall have the right to arrange maintenance at tenderer’s risk and cost from any other source. 

    1.25          Comprehensive maintenance will cover replacement of all defective parts equipments, excluding nothing except stationery, ribbons, floppy disks and CDs. 

    1.26         Tenderer should also give preventive maintenance schedule for the systems along with their offer. This schedule will have to be adhered to by the tenderer strictly. No additional charge for this will be payable during warranty 

    1.27         The tenderer will be required to submit the offer in two separate envelopes, first envelope (marked Part A) containing ‘technical literature and qualifications for supply, erection, installation and commissioning of the system mentioning technical specifications and deposit of earnest money’  and to be marked as “Techno Commercial Bid” and the second envelop (marked Part B) containing ‘the price bid of the items mentioned in the Technical details of hardware, accessories and software’ appended with the tender document and to be marked as “Price Bid”   

    1.28         Necessary software for running the system will be supplied by HIDCO 

 

 

2                    VALIDITY OF OFFER:

Proposal along with tenders submitted by the Tenderers shall remain valid for a minimum period of 6(six) months from the date of opening of the price bid. Tenderers during the said period of six months shall not be entitled to revoke or cancel their tenders. 

 

3.         TIME SCHEDULE:

The supply & installation work shall have to be executed strictly within six weeks from the date of receipt of the work order. For any late delivery or completion, a penalty shall be imposed @1% per week of default or part thereof. The quoted rates, terms and conditions shall remain unchanged (without any price escalation). However, during the execution of the job if any new item of work is required, it will be taken as supplementary item of work

 

4.         FORMAT OF PRICE SCHEDULE AND RELATED TERMS:

(i)            Separate Quotations in INR must be submitted. Unit price for individual items (supply hardware as well as Installation) should be quoted both in figures and word. Any statutory levies like sales tax, Works contract tax etc. should also be clearly indicated and included in the price schedule. Price schedule should be inclusive of Delivery charges at site, installation and commissioning of the system. 

(ii)          Price bid must be furnished in a summary format with the total value of tender, along with necessary annexure. 

(iii)        Price schedule should include all items listed in enclosed schedule of requirement. A summary of the price schedule must be given with the price bid only. All applicable charges, including taxes etc. should be clearly mentioned for evaluation purpose.

(iv)         No extra cost will be provided for any additional items/services required for successful completion of this project, which has not been mentioned in the price schedule by the tender.

(v)           Supply against wrong and/ or short shipment of items has to be arranged by the supplier. 

(vi)         The tenders / quotations should be clearly and properly indicated and signed on all pages.

(vii)       Any reduction of price by manufacturer, after submission of quotation /tender by the tenderer must be passed on to HIDCO

(viii)     In case the tender document is downloaded from the web site, the tenderer shall have to deposit cost of tender of Rs.500/- separately in the form of demand draft in favour of “WBHIDCO Ltd.” along with the earnest money at the time of dropping the tender. 

(ix)         No tender without earnest money will be entertained. 

 

5.         SECURITY DEPOSIT

10% of the Price Bid will be taken as Security Deposit. Earnest Money of successful bidder will form a part of Security Deposit.

 

6.         REFUND OF SECURITY DEPOSIT:

Security Deposit may be refunded without interest. 50% of the Security Deposit may be released after one year from the date of installation and the remaining 50% may be released after the expiry of the warranty period. 

 

7.         PAYMENT TERMS :  

No advance payment will be made. HIDCO will make 90% payment after one month of complete delivery, installation, commissioning and acceptance of the supplied items. Final payment (except the Security Deposit) will be made after successful operation of the system for three months from the date of installation. 

 

8.         STATUTORY DOCUMENTS AND CERTIFICATES:

Copies of the up-to-date Sales Tax /VAT Clearance Certificate, Income Tax Return, Professional Tax should accompany the proposal of tender. It should be in the name of the firm quoting for the work.

 

9.         WARRANTY:

The successful tenderer shall be fully responsible for the comprehensive on-site Warranty in all respects of the equipment, accessories etc., including spares & services for a period as specified in the annexure. For equipments and accessories where warranty period is not mentioned, warranty for three years shall be maintained. 

 

10.       ANNUAL MAINTENANCE CONTRACT:

The Annual Maintenance Contract (comprehensive on-site) for the post warranty period will be decided later. 

 

11.       AGREEMENT:

Successful tenderer should enter into an agreement in duplicate on non-judicial stamp paper. This contract/agreement should be valid during the execution of the work.

 

12.       ARBITRATION:

All disputes, differences, claims and demands arising under or pursuant to or touching the contract shall be referred to the sole arbitrator to be appointed by the Managing Director, HIDCO. The award of this sole arbitrator shall be final and binding on both the parties under provisions of the Arbitration and Conciliation Act, 1996 and Rules framed there under. Such arbitration shall be held in Kolkata. 

 

13.     TECHNO-COMMERCIAL BID:

(i)             Technical and Commercial offer shall contain authorized signatures on all the pages; with page summary format.

(ii)           Necessary documents and certificates in support of qualifications/eligibility.

iii)          Letters of authorization from the Original Equipment Manufacturers(OEM) for the equipment proposed as per our requirement. Complete OEM Technical Literatures of all quoted items are to be submitted in the Techno Commercial bid.

(iv)         Tenderer should specify in the techno commercial bid, make and model no. along with the exact specifications /configurations offered for each item in Part A enclosed including technical literature in addition to what has been mentioned in at the product brochure which should be made available through public accessible website. 

(v)           Tenderer will also be required to enclose printed brochure of the products quoted along with this techno commercial bid. 

(vi)         Statement of Compliance with respect to the Conditions of Tender.

(vii)        Non-Compliance or, Deviation in any of the Criteria / Specification may result in technical rejection of the Bid and price-bid will not be opened.

(viii)      Certificate /written undertaking from the concerned manufacturers if the tenderer is a dealer or a business partner, to ensure successful completion of this project as well as the warranty period and also to ensure supply , installation and commissioning of the hardware, accessories and software of quality and service. 

 

14.     SELECTION:  

The tender proposals (techno commercial bid and price bid) will be examined by a committee of expert constituted by HIDCO for this purpose. Techno commercial bid will be opened first. Price bid will be opened only of the tenderers who become eligible in the techno commercial bid. Price bid of those tenderers will not be opened who are not eligible in the techno commercial bid. 

 

15.     PRE-BID MEETING:  

For any technical clarification, the intending tenderers/vendors ARE REQUESTED TO ATTEND PRE-BID MEETING to be held on 12.02.2008 at 4.00PM in the conference hall of HIDCO at Gate No.3 Salt Lake Stadium, Kolkata-98; the decision/clarifications will form a part of the tender document and binding on the tenderers and vendors. 

 

16.     SUBMISSION OF TENDER:

Tender is to be submitted in a sealed cover containing two sealed envelopes with the tender reference number on the top envelop, having both the TECHNO-COMMERCIAL BID & the PRICE BID placed in sealed cover within and shall be addressed to The Managing Director, West Bengal Housing Infrastructure Development Corporation Ltd. Gate No.3 Salt Lake Stadium, Sector-III, Salt Lake City, Kolkata-98, dropped in a tender box placed in the aforesaid office on by 2.00 PM on 15.02.2008 and the same will be opened on the same day at 3.00 PM

All these envelopes should indicate clearly the tender number and the name, address and phone-fax of the Tenderer. It may be noted that any deviation from the conditions, specifications and scope of work as mentioned in the Tender Documents may not be accepted. It may be further noted that no extension in date of submission of offer will be allowed. No tender proposal will be accepted by post.
