NOTICE  INVITING  BID

West Bengal Housing Infrastructure Development Corporation Ltd (WBHIDCO), a fully owned company of the Government of West Bengal is responsible for developing New Township at Rajarhat and its adjoining areas and now intends to construct a 6-lane Expressway plus 2-lane Service Roads on either side connecting NH-34 at Madhyamgram and the existing MAR New Town with a bridge on Nowai Canal, to provide easy connectivity. The proposed expressway shall have approximate length of 7 (seven) Kilometers to be connected with 10 – lane MAR in New Town extending to Sector – V, Salt Lake & Salt lake Bye Pass. The total cost of construction of total 10-lane corridor over 7-Km stretch is estimated to be exceeding Rs. 120 crores.  A  part of the road may be on an elevated viaduct and there would be  a bridge over the Nowai Canal. There will be a toll plaza at a convenient location on the road for collecting toll fee from the users of the proposed road. WBHIDCO has decided to construct the Expressway with private participation on BOT basis. The selected BOT operator shall design, finance, construct, operate, and maintain the road and all facilities with its own resources and recover the expenditure on the project by collecting tolls from vehicles through a Concession granted by WBHIDCO for a period of 30 (thirty) years after construction with Transport Department, Govt. of West Bengal as confirming party. 

    WBHIDCO now invites competitive offer from reputed and experienced contractors, developers and private entrepreneurs who have adequate financial resources with Minimum Average Annual Turnover of Rs. 200 crores for last three years and Networth of Rs. 50 crores and  experience in constructing highways, expressways, urban roads, ROB, flyover costing not less than Rs. 100 (one hundred) crores during last 3 years. The intending applicants may be a proprietory firm, partnership firm, a limited company, a joint venture or a consortium and fulfill the above criteria by any partner singly. The intending applicants should submit their offers (technical and financial bids) along with the documents to the Managing Director/WBHIDCO on or before 22 - 02- 2008 by 15.00 Hrs. The Bid Document containing terms and conditions and other details  shall be sold to the interested  bidders at a price of Rs. 50000/- (Rupees fifty thousands  only) non-refundable. Every applicant must deposit  refundable Rs. 5 lakhs bid security by Bank Draft or Pay Order in favour WBHIDCO Ltd. payable in Kolkata along with the application. The pre bid meeting will be held on 04-02-2008 at 4.00 P.M at WBHIDCO Office.

    In case of JV a or Consortium, above details should be furnished for all individual members, along with  memorandum of Understanding (MOU) between/amongst the members.
